A record proportion of Japan's college students will be graduating this month without a job offer, a government survey showed. This is not the first time employers have shut young workers out. The collapse of the asset bubble in the early 1990s and fallout from the technology burst in 2000 created what people in Japan call a hiring “ice age” that forced the students who couldn't secure work to hop between temporary jobs. The proportion of nonregular workers more than doubled between 1985 and 2008.
